Ovid-Elsie Kelley E. Carter Memorial Fund
To benefit the Ovid-Elsie School District for scholarships, as well as future distributions to the Elsie Library and WOES Radio Station. Established in memory of Mr. Kelley E. Carter, a lifelong Elsie resident, businessman and pillar of the community, by his wife, Geraldine, with the support of her children and guidance of her son, Ross.Mr. Carter's list of achievements and service to the community is extensive: one of the founders of the Elsie Public Library; past president of the Village of Elsie; former Duplain Township Clerk; longtime member of Elsie Masonic Lodge No. 238; WWII veteran, one of the liberators of the infamous Dachau concentration camp, and past commander of Elsie American Legion Post 502; member and past president of the Elsie Lions Club; loyal supporter and great fan of Ovid-Elsie athletics.

Scholarship Eligibility Criteria:
Scholarship recipients are chosen by an Ovid-Elsie Scholarship Advisory Committee.
-- Applicant must live within the boundary of the service area of the Elsie schools
-- Applicant must be a graduating senior at Ovid-Elsie with at least a 2.75 GPA
-- Applicant must have attended at least six trimesters at Ovid-Elsie High School
-- The scholarship fund is intended to provide assistance for students enrolled full-time in an associate or bachelor's degree program
-- The applicant must be admitted to an undergraduate college program
-- In selecting recipients, the scholarship committee will consider the applicant's seriousness of purpose, scholastic record, contributions and involvement in school and community activities, and personal attitudes and goals
-- The scholarship amounts to be awarded will be determined annually at the time of selection based on funds available and number of selected applicants
-- A candidate may be invited for a personal interview with the committee for final consideration
